Cai Weici, a special adviser to the China Machinery Industry Federation, said that the machinery industry is entering a difficult period in which demand growth has significantly slowed down, the industrial structure is in urgent need of adjustment, the growth rate of major economic indicators continues to decline, and economic benefits have sharply deteriorated. He believes that the "13th Five-Year Plan" machinery industry should focus on three aspects: transformation, structural adjustment, and vitality, so as to better respond to the new normal and promote the industry to become stronger.

Focus on quality, efficiency and innovation to drive integrated development

In terms of the transfer method, the first is the pursuit of the goal to shift from speed and scale to quality and efficiency, and from large to strong. For this reason, the growth rate should be reduced from double digits to single digits, and the expected value is about 8%, or 7% to 8%. "It is necessary to form such an enterprise structure in my country's machinery industry: not only a group of large-scale enterprise groups with comprehensive competitiveness in the forefront of their counterparts in the world, but also an extremely large number of'hidden champions' that are ahead of their counterparts in the world at each subdivision level of the industry chain. '." Cai Weici said.

The second is to rely on innovation to drive the development of power steering. "Made in China 2025" has made it clear that a major project of "National Manufacturing Innovation Center Construction" will be implemented to create a common technological innovation system for the manufacturing industry.

As the main body of the market, machinery enterprises must also strive to become the main body of innovation-driven development. Especially those companies that are aspiring to become industry leaders must strengthen the construction of innovation capabilities in their professional fields, including paying more attention to the construction of R&D conditions, paying more attention to the investment in product and manufacturing technology R&D activities, and paying more attention to R&D experience and Accumulation of data pays more attention to the cultivation of high-level R&D talents. In order to strive to improve their core competitiveness and form a competitive advantage.

The next step is to break the closure and turn to integrated development. It is necessary to get rid of the conservative thinking of long-term self-enclosed development of machinery enterprises, and join hands with upstream and downstream industries, user enterprises, and electronic information enterprises to implement cross-border cooperation and collaborative innovation, to accelerate the deep integration of information and communication technology and manufacturing technology as the main line, and conform to the "Internet +” to promote the innovative development of the equipment manufacturing industry.

In addition, we must pursue sustainable and green development. It is necessary to change the extensive development method that consumes resources and has low pollution emission standards. Efforts should be made to improve the level of energy saving and consumption reduction of products, and at the same time actively promote the technological transformation of machinery enterprises themselves, strive to reduce energy and resource consumption in the production process, and actively develop remanufacturing and recycling economy.

The Ministry of Industry and Information Technology has decided to implement a major "green manufacturing" project in the "13th Five-Year Plan" to promote special technological transformations such as energy efficiency improvement, cleaner production, water saving and pollution control, and recycling of traditional manufacturing industries. Carry out major energy-saving and environmental protection, comprehensive utilization of resources, remanufacturing, and low-carbon technology industrialization demonstrations. By 2020, the emission intensity of major pollutants in key industries will be reduced by 20%.

Consolidate the foundation of commonality, assess the situation and promote adjustments

In terms of structural adjustment, one is to review the situation and promote structural adjustments. We must clearly see that the stage of economic development has changed. The period of large-scale and high-speed industrialization has passed, and the explosive growth phase of the demand for investment machinery products has also gone with it. Under this premise, we must understand and think about the adjustment of the industrial structure and the development speed of the machinery industry in the future.

Investment demand has a strong correlation with incremental demand, and has strong "cyclical" characteristics; consumer demand has more similarities with stock-led demand, and does not have obvious cyclical characteristics. In the period when investment demand is at a low point, it is necessary to actively explore consumer demand with weak cyclical characteristics and stock-led demand.

The second is to vigorously consolidate the common foundation of the industry. Compared with the main engine, the basic link in my country's machinery industry is obviously weak, which has become a prominent bottleneck restricting the entire industry's upgrade to high-end.

Therefore, during the "13th Five-Year Plan" period, the "Industrial Strong Foundation Project" must be implemented to greatly improve the guarantee capacity of core basic parts/components and key basic materials, so that advanced basic technology can be widely used, and the industrial technology foundation support service system It is relatively complete, and strives to achieve the coordinated development of key materials, core components, and the entire machine and system.

The "Industrial Strong Base Project" will establish reward and risk compensation mechanisms through demonstration applications to support the first batch or cross-domain applications of the "four bases". In response to the urgent needs of major projects and key equipment, support superior enterprises to carry out joint research and use of production, education, research and use, and break through the engineering and industrialization bottlenecks of key basic materials and core basic components.

Relevant departments will lay out and set up a number of "four bases" research centers, create a number of public service platforms, and improve the technology integration system for key industries. By 2020, 40% of core basic components and key basic materials will be independently guaranteed, so that the situation of being constrained by others will be gradually eased.

The third is to strive to upgrade to the direction of intelligent manufacturing. The Ministry of Industry and Information Technology has decided to make smart manufacturing the entry point of its strategy to become a manufacturing powerhouse. The Ministry of Industry and Information Technology has made deployments to implement "intelligent manufacturing engineering" to carry out demonstration pilots in six areas, including process manufacturing, discrete manufacturing, smart equipment and products, smart manufacturing new formats and models, smart management, and smart services.

Cai Weici believes that not all companies can achieve "intelligent manufacturing" in the 13th Five-Year Plan period, but machinery companies should work in this direction. The "13th Five-Year Plan" of machinery enterprises has not only 2.0 make-up courses and 3.0 promotion, but also tracking and exploration of 4.0. The transformation and upgrading of traditional business formats and the cultivation and development of emerging business formats should be part of the topic of developing "intelligent manufacturing".

We have to take a long-term view and start from the front

Cai Weici emphasized that smart manufacturing is the long-term development direction; but from the current point of view, most of my country's machinery companies have not yet achieved automation and digitization, and are still in the "2.0" stage, and only a few have reached the "3.0" level, so most companies have to make up lessons. Therefore, my country's machinery industry must go hand in hand with automation, digitization, and intelligence.

Many machinery companies have accumulated rich experience in large-scale production in the past ten years, including many improvements to the production line and many process experience. It is very necessary to further refine the experience of large-scale production in these different subdivisions, and solidify it into a "complete solution" with Chinese characteristics in a specific field, and become a valuable intellectual property asset for enterprises.

In view of this, one is to accelerate the pace of upgrading to high-end. While the existing products are severely oversupply and vicious competition, almost all products, including mainframes and various parts and components, have a large amount of imports in high-end areas, indicating that there is still an attractive development space with added value that has not been developed. The machinery industry's annual import value of more than 300 billion US dollars fully proves this.

The Ministry of Industry and Information Technology has decided to implement the "High-end Equipment Innovation Project" during the "13th Five-Year Plan". This major project is mainly organized and implemented for high-end equipment fields such as gas turbines, marine engineering equipment, energy-saving and new energy vehicles, smart grid equipment, high-end CNC machine tools and robots, and nuclear power equipment.

The second is to improve the level of service-oriented manufacturing. Efforts should be made to improve the soft ability of the entire industry to serve users. It is necessary to add various user-friendly “soft” parts on the basis of the original “hard” products, and transform from selling products to users to providing users with complete solutions. Under the background that the demand for "hard" products cannot increase rapidly, it will excavate greater benefits.

Machinery companies must not only upgrade the technical indicators of their products from their own perspective, but also pay attention to "reducing costs and increasing efficiency for users", and improve their products to make them more efficient and lower than other counterparts, and even imported products. Consumption, durability, and thus more attractive to users. As long as this is done, the insufficient demand can be turned into a short supply.

The third is to go to the world and participate in international competition. my country's huge manufacturing capacity is an outstanding international comparative advantage. In any case, the existing production capacity cannot be used only in the country. Only by making big strides to the world can it find a place in international competition. In 2014, my country's export of machinery products only accounted for less than 12% of total sales. Compared with Germany and Japan, this proportion is far behind, indicating that there is indeed great potential for development.

It is necessary to seize the opportunity of the country's implementation of the "One Belt, One Road" strategy to deepen international cooperation in the machinery industry. Through government promotion, enterprise-led, innovative business models, encourage high-end equipment, advanced technology, superior production capacity to transfer overseas; and accelerate the competitiveness of the industry in participating in international competition.

Under the new normal, my country’s machinery industry must implement "Made in China 2025", rely on innovation to drive, consolidate the foundation, strive to upgrade to the high-end, optimize the industrial structure, develop green manufacturing and service-oriented manufacturing; take the in-depth integration of information technology and industrialization as the main line , Persist in transformation and upgrading, improve quality and efficiency; strive to achieve mid-to-high-speed, mid-to-high-end development, open the way with reform and opening up, adhere to people-oriented, and accelerate the industry's transformation from large to strong.
